I watch the animal planet SPCA show - when they go in and remove animals from someone not taking care of them, they go to court and part of the punishment is not accumulating animals again. Sometimes they ban them completely from having ANY.

The problem is that people don't always follow the rules.

Geez this thread moves like wildfire.

I had a neighbor years ago who was convinced I had reported her animals. She kept telling another neighbor that she was positive it was me. He told her repeatedly that he knew it wasn't me, because if there was a problem, I'd have knocked on her door & told her to her face. As true as that statement was, he also knew it wasn't me who reported her, because HE was one who did it.
