I've read other messages on this topic. Do you think this is a continuation of the mite problem and I should try vaseline.

Loss of toes is likely due to frostbite.
It would be a good idea to rub some vaseline up and under the scales of the legs/feet a couple of times a week.

Since the birds are at a rescue, you likely have a Vet that can better access them correct?
We’re in Chicago- not many vets cover chickens and vets who do exotics are really expensive so we don’t have are own vet that visits regularly like chicago parrot rescues do. Moon Cakes is also pretty old.
 
The shorter toes come from frostbite and/or trauma when the bird is young. I had a cockerel that ripped some of his nails out when he was still growing, which resulted in those toes developing more stubby and round than the ones that still had their nails
