I recently bought a tom and hen midge whites that are less than one year old. They both clearly want to mate. The hen calls out and presents herself but the tom is not able or interested. He wants to be with me all the time and struts about, of course to no avail. I feel sorry for the hen as she really wants to mate. Are they too young and will they get the right idea later? So odd.
