Tom not mating

I only have one tom and nine turkey hens. The tom is a 10 month old (Royal Palm tom/Broad Breasted Bronze hen) who will not mate with any of the turkey hens. The hens dance for him & are submissive, but he runs away! My turkey hens have taken to mounting one another! It's not working & they're getting aggressive with one another. Do I need to isolate a pair until they mate? Any suggestions? Ideas?
