The one on the left appears to be a tom. I don't get the same impression about the one on the right. What are their ages?

12 weeks, two days they both display and strut

Three months is right at the minimum for sexing from photos. The one on the right may be a tom but it does not have the caruncle growth or the style of snood a tom would have. It also still has a pretty good "mohawk". Late developing toms can take longer to show these traits.

Both hens and toms can and do strut and display so that is not a guaranteed indicator.
