Absolutely file a report and start a paper trail. Also a wild life camera, about $100.00 might be a help, especially to get evidence. They work in day light and at night. Good luck, city dogs are a real problem.

Thank ya'll for your support. I'm staying on top of things. I go out with my camera all the time now.

Please know that I didn't post this to start another fight about dogs. I own a dog that I love dearly. I'm not as worried about her attacking my chickens as I am my psycho cat although I would never leave them alone with her.

I posted this just to let you know how quickly something can turn bad. It could just as much been a fox, coyote, raccoon or possum. Even a bear!

I think the electric fence idea is great. I have seen unknowing dogs go under an electric fence. (my own when a puppy) and I have to say, she learned the very first time.
