Too Much Feathering

I have a hen that has excessive foot feathering, (like a not so good cochin). Do I cull her out of my breeding or use her to good roosters that need shank feathering?

Depends what breed is she exactly and is that breed suppose to have leg and feet feathering? More info please to answer your question?
