To me, this bird looks like a pullet. I'm not seeing any pointy neck feathers, the crest is rather rounded, and the coloration is that of a female. Male Buff Laced Polish tend to have patchier coloring. Also, the comb and wattles are almost non-existent.

The wind was kind of blowing when I took the pic I never heard it crow yet I just heard my silkie frizzle cross crow today n 3 mths old

Looks like a pullet to me, too. I would expect a rooster of this breed/age to have much larger wattles and a redder comb.
