We use straw under the coop and keep adding it as needed. For the area in front of the coop (we free range, but still call this the "run") where it is exposed to rain, we use wood chips which keep odors down because we scatter their feed in the run area. (we tried multiple feed trough scenarios and all seemed to get scattered around anyhow)
i guess it depends on how you feed them and what your overall objective is. I agree that soil is the end game. You could even just put pine shavings and then you'd have much better soil and better odor control than putting down soil from a bag.
