That is a cockerel. His comb is nice and red, if you look closely at the neck you can see some pointed hackle feathers, and rounded tail feathers.

Some people may tell you that you have a pullet due to the coloration. With a pureblooded barred bird the males have more white in their barring, and the females have more black in the barring and on their legs... which, gives females an overal darker look. This isn't true with your bird, as he isn't a pureblood, so he doesn't have the same genetic makeup as a bird with two barred parents.
