HI, I usually treat the run floor with hydrated lime by sprinkling it all over in powder form but it blows all over in the wind, would it be just as effective if I dissolved it in water and then then put the mixture on by a watering can ?

I'm not sure hydrated lime is the safe one to use...I'd make darn sure before wetting it.
Wetting the wrong one could be a recipe for disaster.
With the right lime, distributing it mixed in water might work great.

Mixing lime with salt and water makes white wash. People paint their coop walls with it for bugs.
