tricky chickens

everbody said rooster when they were young and for SURE sooty is one but what's going on with the other?
they are both 4 months old.

now storm is concerning me!
why is sooty so roostery and storm has not developed that much? could he be a hen?
he has crowed since he was ten weeks

this is sooty the VERY much a rooster

now this is stormy.
he is half sooty s size, smaller more slender legs etc more timid

He looks like a hen to me, but if it has crowed then it is almost definately a rooster.
