I think you are missing one step.
In your picture do you see the headings of the threads?
you need to click on the heading to actually open up that thread in order to be a blue to see the POST NEW button.

You need to click a sub topic UNDER/INSIDE the RAISING BACKYARD CHICKENS SECTION.

Just to clarify, all new members should be able to post replies to topics and create new topics / threads.

We only restrict brand new members from doing things like signatures or posting articles or posting ratings and reviews. This helps to mitigate all the areas that spammers get their fingers into that can cause problems .

Not exactly sure how the site looks on that phone but you will need to click on the subtitle/heading of the section you best think your post belongs.
Once you click on that section you will see the POST NEW THREAD option.
