Trying to start a chicken coup, neighbor dilemma, help!

Thank you everyone, this is helping a lot. I love all the information. We really have are hearts set on this expierience, I don't want one neighbor to hate us for it. If we get the approval I think we are still going to go through with it. These neighbors have not yet hit a year of living here, but we have been neighborly and have had a good start to our relationship. They have chosen to communicate via text, which I get, they are busy, new baby and wife going back to work, things get crazy. So I responded to their concerns with a website, and information I had found, to educate them. They appreciated it but they are still not accepting to the idea. They still feel the same because in their words "we share a pourus wood fence" and they "are expecting the worse".

My understanding of this whole signature thing the HOA has us do, is to give neighbors a heads up and if they agree then they sign. So I'm fine if they do not agree, it's a bummer but I get why they would not sign. Knowing this, if I get the approval, I'm going to hope they won't be mad we are still going to go through with it. I'm thinking of adding something to my side of the fence, so there is no risk of a chicken peeking through a crack, lol. Anyways, this is all good for thought now, until I find out if we get approved. Thanks again everyone :).
 
Get more than the 2 signatures required maybe, you now have 1 for and 1 against.
Polling more neighbors will show a broader range of opinions.
 
Aart, you know I thought about that, but the other neighbor I thought may be picky too even though we don't share a yard. So I took my chances with just 2 signatures.

I was supposed to find out today, but today I missed the HOA call...and although I called back...never got a response. So I now have to wait till Monday....arg! The suspense continues. I'm thinking since they did not leave a message...maybe I did not get the approval :(. But that is just me jumping the gun.
 
I GOT APPROVED!!!! The HOA said yes to getting my chickens. Now to get my chickens!!!! IM SOOOO EXCITED

. I wanted to share. Despite my back neighbors not willing to accept it, I'm still going to do it.
 
Aart: no, not yet lol. I'm not sure if they just didn't want to sign the form period just to show they did not approve. I have not told them yet that we are still going to do it. I wanted to wait for the approval first so they could not fight it right away, then we will slowly start our chicken family. My hope is they will see that we are clean with our chickens and it's not a crazy nightmare they thought it would be. My next door neighbor is going to do it too, so I think that will help.

Some breeds are definitely quieter than others and that can be taken into consideration when selecting your breed(s). I don't know what types of landscaping restrictions HOAs may have but if you can plant shrubs and such that can block neighbor's views of your coop and double for fragrance, I'd go for it. I've planted things like mock orange, lilacs, silver lace vine, tea roses and other scented plants around my coop and run to be sure none of my neighbors have reason to complain about sights, sounds or odors.
 
As part of your plan, you should think about a place to dispose of the poop. With 4 hens, it will amount to almost a quart per day.
