My year and a half old Cinnamon Queen has this mass on her cloaca... is it a tumor? Is there anything I can do? (Sorry for the gross pics but I’m at a loss)

I'm not sure but this is possibly a prolapse, I could not really tell from the pics.
Is it hard or soft? will it slip inside the vent?
Perhaps someone will better eyes can help more?

Yes, that is a prolapsed cloaca. There is some dark dried out tissue, and you will want to try and soak that off, rubbing it with a little cloth. Keep the whole vent area and cloaca moist with honey or oil, plain nesoporin, etc. Try to push the vent tissue back inside and hold it there for a few minutes. It probably will come back out whenever she strains or poops, or lays an egg. But keep pushing it back inside whenver possible, and it will hopefully eventually stay inside.

If you would like to get her to stop laying for a time to let her vent heal, she would need to spend 16 hours each day in darkness. Then during 8 hours of daylight, she can be out walking, eating and drinking. Keep her separated from other hens in a dog crate with food and water until her prolapse stays in. Make sure that she can poop because sometimes they can be egg bound with a prolapse, and they cannot poop.
Here is a good article about prolapses:
