Turkey bitten on head by dog, can't stand up and neck is all over the place?

My turkey was hatched on Feb. 19th. Yesterday our dog bit him on the back of the head and now he won't eat or drink, can't stand up, and his neck is almost like a wet noodle. I'm not sure what to do. We've offered him water and food but he refuses it.
 
Is it hunkered down with legs folded (at ankles) normally? Or is it lying there with legs splayed this way and that? If you pick it up with legs hanging down - are both legs exhibiting movement/are toes curling/uncurling when feet are touched? If it is primarily the neck gone `wry' from injury to muscles, alone (and a turkey's neck has a LOT of named muscles) then your primary goal is to keep the turk alive as it heals (very young so pretty good chance of survival if bones in neck aren't `squashed').

Use an eyedropper, while supporting neck & head, to place individual drops of water on the side of open beak and observe closely for swallowing (be careful not to drown the turkey). If swallowing, then one can mix thin slurry of starter/water (very thin) and try drops of that. Main goal is to keep the turk hydrated, in the next day or so - even if injuries wouldn't kill - the lack of water will.
