Both male and female turkey poults have the bump which is called a snood. You can't determine sex by the snood until they are older and by then you should already be able to tell males from females.
 
I agree on the snood bump you can't really tell by that until they are older. The legs on the tom will generaly be thicker and overall the tom will be bigger. Also, the toms will have less feathers on the head and neck area.
