I've got a young royal palm turkey around 16 weeks old that has a leg that is twisted outward and gets worse every day it seems. I've looked it over and doesn't seem to have anything broke. It is more like the whole leg is twisting at the hip. I thought about trying to put a splint on its leg but don't think it would cure the twisting where it is occurring. I'm about to the point of putting it out of it's misery since it barely able to get around. any ideas what could possibly be done?

What kind of feed is he getting? Any risk of injury due to fighting?

You could try a vitamin supplement for now in the water to see if that helps. Some malabsorption issues tend to cause leg symptoms, so worth a try.
