Twisting neck and stumbling

One yr old Australian starting stumbling and twisting head, today. Bathed in OTC oatmeal bath and added ACV. No signs of lice or mites. Crop was empty. Feeding meal worms and feed, but she's having a hard time picking up the food. Bad aim! Hasn't drank anything yet. Offering water with ACV. What is it? What should I be doing?? I have video but can't figure out how to upload.
