Not due to feather plucking or lying in faeces. in a shed with 14 hens getting worried any ideas?
only the two cockerels are affected

Possibly due to a parasite, like a mite that burrows into the flesh, but also possibly genetic. I had some roosters who got red skin and stayed red, and it wasn't mites or lice, it was just a family trait.
 
The skin doesn't look raw to me. It just looks exposed. Exposed chicken skin turns a bright, flaming red color. The question then becomes: why is the skin exposed on these birds? The butts on cockerels should be well-feathered, and if they aren't, then why not?

How old are these guys? Why are you sure they are not being plucked by another bird? Have you checked them for bugs?
