ok..I am in the jungle and all of my birds are of undetermined ancestry. I have many necked necks but this is the first swan like uplifted wings I have seen on my chicks. I did have a fighting cock pass through for a few weeks...could this be a fighting rooster too?

Looks like a frizzle feathered Naked Neck.

Atleast one of the parents had to be frizzled or carry the frizzle gene to get the frizzle gene in this chick. I don't know what kind of Naked Necks you have, but do you have any birds that could carry frizzle genes?

Right now the chick is in the ugly phase, but when it grows out it will really resemble a poodle

its a frizzled necked neck chick. if you have been breeding them and this is the first chick you got like this i would be trying to figure out its parents as both of its parents have to carry the frizzle gene. it doesnt appear to be mixed at all. 100% pure necked neck
