ugly thing with no feathers!!

I really don't think that's a result of pecking or feather picking. He's bald in all the places you'd expect a baby roo to be bald at that age.

They do grow out of their ugliness.

I am terrible at sexing, but the last picture looks pullet-ish to me. It really depends on the breed. Your baldy does look like he'll have some FANTASTIC lacing when he grows out. I've seen on other threads where the baldies feather out and catch up eventually. How about Kojak for a name? I'm glad you live somewhere warm!
 
'vulture', as others have said is most likely a little roo that will look much better. I had one like that in my last hatch. Really friendly chick and was missing half his feathers. When I rehomed all the obvious boys, he went too as I was fairly positive he was a roo. His sisters (and they ARE girls) had all their feathers and he looked like this:

I had a columbian wyandotte that didn't fully feather until 12-15 weeks, it just had wing feathers & long fuzz. It turned out to be a hen. My 2 roos feathered just as quickly as the other hens. Slow feathering is not always a roo.
 
I get one out of my hatch like that every once in a while, they end up being roos and are hudge.
This guy was 7 weeks old in these pics.

Probably a roo

Most likely has the slow feathering gene.

Probably not feather picking.

It will feather in over time, and will look just like normal.
