Underdeveloped egg?

This is my first time incubating. My chicks are all hatching out, but one egg seems like it has a very underdeveloped embryo inside. I keep thinking it has passed away, but just as I think it has, I see it move. What do I do? It looks days behind all the rest and seems to have stopped growing. It takes up less than half the shell, when the rest of the eggs are all crammed tight. Anyone have experience with this?

This looks like a quitter.
Are you sure you weren't just seeing it move because of the movement from your hand while holding it... Was it a swishy type movement,?

I'm positive. I stayed as still as possible and stared intently for some time. It was a sudden movement of only one part of the shadow inside. Sometimes I also see a pulsing type movement. It's definitely alive. I'm worried that it's plastered to the side of the shell. I'll get a better picture or maybe video in a bit.

Today is day 21 or 22?
