UNDERDEVELOPED WATTLES AND COMB

I have seven 19 week old Rhode Island Reds. 6 of them have bright red wattles and comb. One has small pink comb and no apparent wattles. She behaves perfectly normal. Do I need to be concerned?

No.
They all mature in their own good time. And even if they don't appear to do so, they do.
I had an Orpington that never developed much of a comb nor wattles but she lived a long life and laid well.
