Underdeveloped?

I just had a chick hatch that seems to have a very hard time breathing. Its very tiny, came from a Banty egg. But looks slightly un-normal. very short small body, long legs and neck. Could it be because not all of the jelly stuff went in it and it didn't develop all the way? There was some left behind when he was ready to come out.
I also have never seen something like this in my long time egg hatching. does anyone know if there's something I can do for it if its underdeveloped? I am guessing something inside was underdeveloped. When I try to give it a drop of warm water, it has a hard time breathing while swallowing.
It seemed to have been doing better breathing the first day out. Is it dying? It was hatching a very long hard time. The incubator wasn't heating the eggs evenly, so I completed the last 2 hatching days under a heat source. It hatched a few days late. It was talking to me during the hatching process and right now it hardly makes any sound. It also squeaks when I pick it up, like something hurts or something. Its feet are a good size but are still in the position they were in the egg. It doesn't sit like a normal chick, but lays on the feet. It went #2 in the egg before it completely hatched, and this morning some too. Today his eyes are closed and when he opened one, it looked teary. Chicks can not eat for 72 hours after birth, but surly it needs some water right? Yesterday it looked like it got too hot while i was out. He doest walk so it couldn't move away from the heat source. I cooled it off by holding him on my palm. I couldn't give it a water drop to help or anything in fear it would suffocate trying to swallow.
I would take him to the vet, so the doc can tell me more, but I don't have that kind of money =(. They charge $50 just for the doc to look at it! can't imagine what treatment would cost...
If anyone has any information or every seen something like this, what can i do??
