Undersized chick?

The golden Polish that we received with are latest order seems to be much smaller than the rest of the chicks. Is this breed normally smaller?
This one had pasty butt from the start and I think it was stressed which didn't help and then the others were pecking at it.

We brought it inside to deal with the PB. That seems to be straightened up now and he is much happier.

We put one of the other chicks in with him and he seems to be happy, just smaller. Dare we try and put him back out with the rest of the chicks?
 
I myself don't consider polish to be big chickens, but then again I have a coop full of LF brahma.
Is it possible the other chicks are keeping this one from getting enough to eat? It happens and bossier chicks can starve out a smaller one.
Offer a second feeder if you don't already have two. Also, my runt did real well with me offering her a one-on-one feeding a couple times a day.
