Undeveloped eye lid

I have two Cayuga ducks that are about close to two months old, one is a male and the other a female. The female's eye lid is smaller than the other and it's been like that since she hatched. I thought maybe it would develop a little better but it seems as though it's not. I didn't expect it to get to normal size but I thought she would at least have some vision out of the eye. Currently it's only the corner of the eye's muscle area and very very little of the eye are showing, she can't see out of it at all. When I let her out of in the yard she mainly runs in circles. I can post a pic if that would help. Is there anything I could do to correct this? A vet visit unfortunately is out of the question.
