An empty nest may not be abandoned. It may be a nest a bird was accumulating eggs in for a couple weeks till they felt they had enough and it was time to start setting.
Waterfowl nests can sit for weeks while they accumulate eggs. They will deposit an egg a day or less frequently.
 
I believe it was abondended because every time I went to check the nest there was never a mother there, and I checked quite frequently because I didn't want to steal a moms eggs, but the park is by a busy street and I think she might have been killed
 
Oh okay...so I did the float test and alll the eggs were submerged except for where the air sac would be, that stayed above the water. I also looked at the eggs with a flashlight and couldn't see through the egg. Does this mean they're dead?
 
If the floaters didn't move after the water calmed down, they're likely toast.
It is difficult to see anything in an egg with a fully grown embryo.
How many days did you incubate them till the ducklings hatched?
 
On day 28 the 1st egg hatched and on day 29 the 2nd hatched and now it's day 30
