Unknown pest...what is it? How do I get rid of it?

So, we moved our quail outside a little while back, and have started to notice a strange bug hanging around that is really bothersome. This same bug now shows up inside sometimes (our birds are just on the porch), and I think it might be biting? It looks like a very small moth (visible to the naked eye), but with a flat head. It also jumps quite well. Not a fly. Sorry no pics, it moves too fast or is squashed.

Any ideas what this bug is? And how do I get rid of it?

Just spend 30 minutes looking on google for a photo of what I saw....I definitely won't be sleeping tonight! Too many awful bugs.....(*Shudders*)...eugh.
 
Could it be a leafhopper (Neoaliturus haematoceps)? Sort of sounds like it. They aren't a biting insect though, they mostly eat plants.

I had a similar experience while trying to id a weird bug that was in my barn. Whatever you do, don't google wind scorpion. That's the stuff of nightmares.

It does kind of look like that, I guess I'd just never seen them in brown before...they've always been a bright almost neon green around here...
 
They come in many colors.

lol. I went through the same thing but with pseudo scorpions. I kept finding these horrible little bugs in the barn and was convinced they must be some dreadful form of bird lice. Googling to try to find bugs is a nightmare that will make you paranoid.
