She only has two black things on this toe,but it is not on the bottom of her foot. So could it be bumble foot or gout. Does anyone know

It doesnt look like scaly leg mites to me. It could possibly be mycoplasma synoviae (MS) but there are usually other symptoms. Another possibility is gout, which I highly suspect. Are the joints in her legs swollen as well? If so, it's most likely gout and will require a change in diet, strictly layer feed and nothing with extra protein in it.
You can google either "mycoplasma synoviae in poultry" or "gout in poultry" and read up on either if you wish.

Dawg, its funny how I thoüght Gout before I read your reply. I could also think heart failure or kiddney failure. How old is she?

Does anyone know what it is and how we can treat her

A hen of mine that recently died had very similar symptoms, including the swollen feet/legs. Merek's was the cause of death that was listed on the necropsy report. She was negative for MS and MG.
