Unsure if these are EE pullets or cockerels?

Like everyone said, they all look like pullets, but Lucy sure does have the coloring of many Roos. And since you said she has been behind in growth/feathering, I would keep an eye out for any rust colored feather bleeding around the shoulders. My cockerel's comb didn't start to redden up till he began to crow at nine weeks. They are all so different. I hope I'm wrong they are all cute.

All three are 100% girls I knew one of my EE's was a boy by 4 weeks old

His comb was very red by 7 weeks. - Here he is at 4 weeks old.

If Lucy were a boy, the black and white wouldn't be so restricted to the back, wings, and tail but moreso to the tail and neck. Also, she'd have other colors popping in by now (not on the breast though)
