This may be a stupid question but can any breed of rooster mate with any breed of hen, or do they have to be the same breed?

Ideally you don't have a standard sized rooster with bantam hens, although I have done this and had it work out. As long as you have many hens and your bantam isn't too petite. For example my English Orpington Bantam was fine with standard roosters. Other than that, breed doesn't matter.

They dont have to be the same breed but you want them close to the same size.
