City code. I contacted the city manager by email and this is his response
In checking with the City Attorney, I find that this is a regulatory ordinance which means that the keeping of such animals is prohibited immediately. It is my belief that you would be required to remove the chickens by the Animal Control Officer if he received a complaint from someone such as a neighbor, or if by chance he came across them.
