If the chick is unable to take fluids over the course of 24hrs, then sadly I don't think it will make it. Culling/putting the chick out of it's misery may be needed.

I'm not being rude - I do understand...we as humans want or feel like we need to do something - chicks hatch in their own time - we want to rush it. Leave the eggs be and let the chick work on it. Now, sometimes on a rare occasion, assistance may be needed,
