URGENT: seizure or sickness?

1. Backyard mix rooster, about 4+ yrs old.
2. My rooster has stopped crowing, 70% of the time is roosted and will twist his neck between his legs almost like a seizure. other % of the time he will walk around almost normal, he does eat and drink from what I see.
3. It has been a little over a week he seemed to get better a few days ago and now has reverted back. We are most likely going to cull him.
4. He has 4 hens with him, none are exhibiting the signs, one has a flemmy throat. I have separated her and started her on antibiotics but I dont believe she is improving.
5. No signs of injury or trauma
6. I have no clue what happened.
7. I feed them layer, and I recently did an ivermectin treatment and some wormer in the water.
8. Few times I have seen his poop it looks kinda watery and green, he was eating tons of greens one day tho.

10. I just want to know what is wrong so I can prevent it in my other birds.

12. I have them in an outdoor coop/run, I put leaves in the run almost weekly.

I live on Guam and was told Mareks doesnt exist here, similiar to how rabies doesnt. I was also told they believe it is toxoplasmosis, from cat poop and cockroaches.

Any insight would be helpful, I saw a post on here very similar to mine, so bonus points if youve dealt with it. I would send off for autopsy but that doesnt exist on Guam.

Looks like wry neck, if not some other neurological problem like Marek's Disease, or a spinal injury.

(TIP: Roosters shouldn't be fed layer feed, it causes long term kidney damage)
