Brooks = (the the name of the town or base)
SAT = (satellite _insert additional word salad_)
LANT = (Atlantic fleet)

So basically the head of all the Atlantic fleet satellites…..

Oatmeal is finished reheating…
Dogs bowls filled….
Time to feed them…. Then go tend to chickens before I sit down….
