V shaped air cell?

This pic is from May 14th, I would say the air cell takes up the whole bottom half of the egg now. However, I still see movement! I estimate this egg is about day 21 today. Anything I need to do? This is under a broody hen.

I should mention that its internally pipped though I hear no sound. From what I can see there is some part of the chick on the other side of the air sac.
 
pic from today, I brought it in and have it in a heat pad because my husband found it cold. It still alive in there. Its possible the chick is a Sebright Silkie so I guess that explains the tiny size? Should I return it to mom? She seems pretty over the whole thing and I dont have an incubator.
