Very little tail feathers

I have a beautiful 4 month old light brahma rooster, but he still hasn't really developed his tail feathers, is that normal? I have another one that's the same age and he has tail feathers, so i was wondering if my big boy is just a late bloomer? Or will he always have a "not so full" tail? I'll try to post a short video or a picture.

Is the other roo the dominant one? They tend to pluck feathers so only the dominant gets the big long tail feathers.

No, they haven't been pulled out, they just have never grown in :/

I had kept him in the brooder by himself for an extra 2 weeks because he was slow to grow his back feathers and tail feathers in and it was still cold here. They just never grew in.

I think I read/saw somewhere that Brahma males are reaaaaally slow growing with feathers.
Don't take my word as perfect truth, I'm not positive on this. But you might wanna search out Brahma threads on here and check them out for info.
