Try removing puppy pads and use paper towel, possibly there is something irritating in pads or could be friction burn.

How old are they and how long have you had them. Could they have had this when you purchased them?

Could they have had this when you purchased them? Try cleaning with cool water,do this twice a day see if condition improves in a couple of days. Are any chicks pecking/picking at area,if yes then you have to separate the two chicks.

I am not suggesting putting any ointment on skin b/c i do not want chicks eating it and if there are no wounds only skin irritation keeping clean should help. You can use a mild soap w water to gently clean area.
