You could try some complimentary therapies at this point while still trying to get a better diagnosis.

Maybe a drawing salve or plaintain poultice if you could figure out a way to get it to stay on for a little while.

You might look into red and blue light therapy. Red wavelengths are well studied for inflammation and blue for antibacterial.

I did initially try epsom salt soaks, then covering it with drawing salve and wrapping her foot - for like four days prior to the vet, but it remained unchanged.
 
@Dinoroar That's so interesting - I will have to research that.
I’ve had good success using a similar light on all sorts of skin issues for people & animals. If it’s a fatty tumor like suggested upthread I’m not sure if it would bring results but since there was inflammation present it might help.
