Vick's Vaporub did NOT work

Honestly, I never like to put anything petroleum based on a baby's body. I'd pull him and your two smallest chicks and raise them separately. That'll give them a chance to catch up, size wise, and heal up the picked baby. Then think about integrating them back in.

In the mean time, using a red light in the brooder helps prevent as MUCH picking. They're curious little things, born to pick at anything because otherwise they wouldn't figure out how to live. They'll pick some, but the red light will make the area less inviting.

I don't like putting anything on them...I think our bodies and theirs are amazing at healing themselves if possible...I would separate and keep that way with ONE other friendly chick to bond with...one that doesn't seem to chase it or peck at it...maybe one that is next lowest on the totum pole...

Time will help things heal up...good lov'n from ONE kind friend and time to catch up on rest, food, water, etc...that's my 2 cents.

Update :
We put in the teeny sebright pullet, and he perked right up! He went from sitting to walking around and chirping! THey snuggled right up and chatted away like old friends. He is pecked pretty bare now that I have him cleaned up and got a good look so not idea how long it'll take to feather in.... but now the monsters are pecking on another one of the same breed! These arent the smallest chicks either, they are good sized white ones and I havent noticed any blood from pinfeathers coming in so dont know why these white ones are being singled out for pecking.... we turned off the white light and only have the red one on, and now that its warming up we turned the lamps off al together for a few hours and let them just have sunlight for a while and it really calmed everyone down. DH is good at thinking of little things to change and is going to put a few more roosts and toys in to keep them busy on anything but each other.
