Ahhh, outer sheathing should go below floor..and outside the edge of floor.
....and that piece of molding(?) that is on the outside of sheathing and also on top of edge of floor. That molding is actually kind of upside down(fatter side up).
If it was installed fat side down and caulked at top it might shed water coming down the sheathing and drip it over the edge of the floor.
I'd bet that's where the water is coming in.
Your hired guy did the sheathing/molding install?
It's 'late', I'm kinda tired...and not sure I saw what I described, was close in and went by kinda fast.
