I was told mixing vinegar and water to spray on the inside of coop and birds when introduced new ladies to the coop helps decrease aggression because the vinegar hinders the quails sense if smell for who is new vs established in the coop. Is this safe?

You can try it and see if it helps. Be sure not to get any in their eyes.
