Good lord, if it is a cattle-sized charger AND weedburner AND nonpulsing, not only is it likely to be lethal to *chickens* that touch it, I would be awfully worried about dogs or people that encountered it. It isn't "19" volts, that is not a plausible number, it is either "1900" (which *could* kill a chicken if it were nonpulsing, but probably would not) or "19,000" v (aka "19kV) which is likely to be lethal to PEOPLE as well, not to mention dogs etc.
If it is a many-acres size charger being hooked only to a small pen, you either need to install a device to greatly step down the voltage, or use a different charger. As you can see, what you have now is *dangerous*.
Please, y'all, be careful and use some basic common sense when setting up electric fences. DO NOT use nonpulsing chargers unless nothing else will possibly do the job -- and the only instance I can think of for that is confining certain extremely escape-oriented dogs -- and CHECK the voltage with a RELIABLE DIGITAL fence meter, it needs to read somewhere between 3000v and 5000v (that's between 3kV and 5kV) or it is pointlessly weak or dangerously overcharged.
