Has anyone had this problem before? I want to make sure I treat it the right way. I can’t keep it clean and she keeps scratching it when I do clean it and then it bleeds everywhere

How long has the duckling had this you are calling it a wart? are you sure that is what it is? You can follow Eggcessives advice which is what I would do, But the only way your going to keep her from scratching it is to somehow cover which can be done but it will take some work to get a bandage right so she can eat and drink. A non stick bandage folded or cut to size after you treat then vet wrap to hold it in place you'll have to be careful with vet wrap that you get it snug enough she can't scratch it off but not snug enough it cuts off circulation. Getting someone to hold her wrapped in a towel would help keep her calm. But cleaning it up and taking pictures so we can see what it looks like without blood on it. Thanks.

There are tutorials online for how to make an elizabethan collar or recovery collar for birds. I've made them before, and they're simple to make. The hardest part - well, maybe not hardest. Time consuming is more like it - is making it the right size to ensure ease of movement, eating, and drinking.
I did a quick search, and This is a pretty good example of the type of collars I've had to make. So is this one, but I like using the metal snaps for birds that are more adept at escaping collars. I've only had to make these for chickens, cockatiels, and grown ducks, so no idea if a duckling would be much different.
