It seems to me- the last time I was over White was in 2008 (the first time I don't remember, it was Thanksgiving the year I was born!)- the worst bits of White got fixed , and there are three-lane passing lanes on the steep bits now. It's all better than, say, LaGrande Canyon going up to Elbe.

I'm always more nervous going over Snoqualamie in winter; people drive it as if it's just another freeway.

CF, your FIL really is quite the fighter. I can't imagine how frightening this has been for all of you. Sounds like all of you will need continued thoughts and prayers to get through the surgeries necessary. We are thinking of you, wishing the best outcome for your FIL. Take care and keep us updated as you have time...
