Mia. You leave your run the way it is installing chicken wire wall a foot INSIDE the run so it complies with law.
Then call for inspection.
What am I missing here?
You leave your run up the way it is.
The new wall complies with the law.

Reduce the size of your flock.

Do things like straw etc if you worried about them not free ranging.
They can be very happy in new run size you are only eliminating 5% of the run area if that.

Edited to add: I am not including the CornishX birds in that last statement, they went to freezer camp.

There is NO FLIES with chickens.
A maggot has not a ice cube's chance in hell of surviving anywhere close to a herd of cluckers!
Move your birds to run in the long 'alley-like' area to the left!

If she's convinced there is no solution then maybe there isn't one. Possibly we are not understanding the photo and we need an arial drawing. Or trust she knows what she is talking about.
 
Mia if push comes to shove, I can house your birds here temporarily until you can get them sold.
I have an empty small coop.

If I were you I would call the inspector back out & ask if you would be in compliance IF your birds had the run area to the left of the coop...sawzall a new door there for them.
That would give you alot more feet.....
