Most people usually change the water every 2 or 3 days. The food will only need filling up not changing.
Clean the feeder every 2 refills.
It's up to you really.

Really depends on your set up.

I have a standard round 7 lb gravity feeder. I shake out any debris from the feeder and refill, I don't clean it.

I have a 3 gal (in reality 2 gal capacity) nipple waterer. I rinse out my waterer when it gets low and then refill, which is about once every 5-6 days in summer and once every 2-3 weeks in winter. I have never cleaned it as I have no issues with algae or gunk.
