Water for beak cleaning

I just read somewhere that chickens should have access to clean water to clean their beaks (help to avoid respiratory problems)? Is this true and what is the best way to provide clean water that they can dip their beaks in?
 
Waterfowl like ducks need to dip their beak when eating feed.
I haven't heard that chickens need to, many provide water nipples for chickens.
I don't. I use a Galvanized waterer and hanging buckets and a rubber bowl in winter. My chickens can dip their beak and wattles. GC
