Water in Brooder - Do you thinks this is a bad idea??

I have tried about 5 different methods for water in my two ducklings brooder from a fountain to a dish, etc.. They are in a big ol Christmas Rubbermaid tub and I have this teeny litter box (like pictured below) and it will fit perfect into one side of the tub. If I put about a 1/2" of water in it do you think it would be too hard for them to get in and out of it??

All the other ways of watering them they always soak the tub or run out of water within hours of me filling it..

Im lost on what to do, thoughts?? I want them to have plenty of water, but its costing me tons in shavings and such b/c I change their tub atleast 4 to 5 times a day.

What I did is take a tupperware type container and cut a hole in the lid that way the ducks could get their heads in a bowl of water, but they can't jump in it.

I used gallon milk jugs standing up like this for my ducklings.
Just make sure the holes are up from the water level enough so that they can't splash it all out.
